How to prevent “Racoon Eyes” (mascara under eyes)???

My mom always wears make up, but when she’s working hard physically and sweats, her mascara comes off under her eyes and makes really dark circles there. She’s tried oil-free eye cream and waterproof mascara and that still doesn’t help. Any ideas, to keep it from rubbing off?? Thanks so much.
Yeah, she wears eyeliner on the top and bottom, but usually no mascara on the bottom. It just rubs off from the top when she blinks – from the sweat.

your mom seems to be in a bit of a jam- but don’t worry
waterproof mascaras are bad for your eyes- so i do not suggest that.
my mom runs extremely hard every day- she wears mascara but never gets “raccoon eyes” my mom uses cover girl smudge proof – NOT waterproof mascara. its called professional mascara. shes been wearing it since she was 14. it does wonders.
